A Vision for the People: Building a Better Life, One Ride at a Time
By His Excellency Jean-Paul Mbwebwa Kapo
Governor, Kasaï-Oriental Province, Democratic Republic of the Congo

H.E. Jean-Paul Mbwebwa Kapo
"I still remember walking to school barefoot, the red dust of Kasaï clinging to my feet. My mother sold cassava at the market. My father worked in the mines from dawn to dark. We had little — but we had hope."
"Today, as Governor, I carry that hope with me. Not as a memory, but as a mission."
"The Kasai Green Project is not just about buses and solar panels. It is about giving our people back their time, their health, their dignity, and their future."
"This is my promise — to every mother, every student, every driver, every dreamer in Kasaï-Oriental."
My Personal Journey

"I was born in Tshilenge, a quiet village where opportunity was scarce but spirit was strong. I studied under kerosene lamps, walked miles to school, and later earned a degree in Public Administration at the University of Kinshasa."
"I served as Deputy Minister of Infrastructure and led national electrification programs. But I always knew: real change begins not in ministries — but in communities."
"When I became Governor, I made a vow: No more promises. Only progress."
"And the Kasai Green Project is that progress — tangible, transformative, and built for the people."
Short-Term Vision (2026–2030): Dignity in Motion
"We will deliver immediate, visible improvements in daily life:"
- ✅ Safe, Affordable Transit: Flat fare of $0.50 — half the current cost. 40 electric and hybrid buses serving 34,000+ riders daily by 2026. Air-conditioned, accessible, and safe — especially for women and children.
- ✅ Cleaner, Quieter Cities: 12,000+ tons of CO₂ eliminated annually — cleaner air, fewer respiratory illnesses. Solar-powered stops with lighting and digital info — safer at night.
- ✅ Decent Jobs & Local Opportunity: 1,500+ direct jobs created in first 3 years: drivers, technicians, station managers. 50+ retail kiosks at bus stops — empowering 500+ vendors, mostly women.
- ✅ Digital Inclusion: Real-time tracking and cashless payments by mobile (MTN MoMo) and card, powered by iFlex Payment platforms and solutions — connecting the unbanked. App access for students, workers, and entrepreneurs to plan their day.
"By 2030, no parent in Mbuji-Mayi will fear sending their child to school because of unsafe transport."
Long-Term Vision (2031–2050): A Green Hub for Central Africa
"We are building more than a transit system. We are building a new economy — one that lifts people out of poverty and powers sustainable growth."
Our 2050 Goals:
- 🟢 Zero-Emission Public Transport Across Kasaï-Oriental: 1,000+ electric buses powered by decentralized solar microgrids.
- 🟢 Kasaï as a Green Skills Hub: Green Mobility Academy training 10,000+ youth in EV maintenance, solar tech, and smart systems.
- 🟢 Women at the Center of Mobility: 40% of drivers and operations staff will be women. Safe transit routes and female-only hours where needed.
- 🟢 Smart, Connected Cities: Data from buses used to improve urban planning, traffic, and emergency response.
- 🟢 From Resource Extraction to Green Innovation: We export not just cobalt — but green transit expertise to Kinshasa, Bangui, Brazzaville, and beyond.
"By 2050, Kasaï-Oriental will be known not for what we dig from the earth — but for how we lift our people toward the sky."
Why This Matters: A Life-Changing Impact
"Let me be clear: this project is not measured in buses or megawatts. It is measured in:"
- "The student who arrives at school on time, not exhausted from a 3-hour commute."
- "The mother who reaches the clinic safely, not stranded on a broken-down minibus."
- "The young mechanic who earns a living wage, not begging on the street."
- "The child who breathes clean air, not diesel fumes."
"This is development you can feel."
A Call to Partners: Let’s Build This Future Together
"Le progrès ne vient pas du ciel. Il vient de la volonté d’un peuple qui refuse d’attendre."
"Progress does not fall from the sky. It comes from the will of a people who refuse to wait."
